It cannot.. it can just cease the gambling businesses from finding compensated.

They can control any actions of the people. They can’t stop the companies offering the product from outside the US, but they can make it very unpleasant for them.
The government wants to control gambling both on moral grounds, and on the ability for it to levy taxes on gambling operations.
